  7.     An American preparing to return home after an assignment in
  8. Moscow recently phoned a veterinarian about her golden
  9. retriever; the Soviet Union requires dogs to have a clean bill
  10. of health before they are allowed out. The American was told
  11. she could come in anytime. "Should we bring his rabies vaccine
  12. documents?" Not necessary, was the reply. In fact, added the
  13. vet, "We don't need the dog. Just bring a bottle of vodka." The
  14. exchange was a small sign of Soviet economic deterioration. A
  15. year ago, on the occasion of another checkup, the vet demanded
  16. a bottle of Johnnie Walker Scotch.
